KEEP MAINERS HEALTHY AND DRIVE DOWN COSTS  

You should not have to fight through a broken system just to see a doctor, afford a prescription, or pay off a medical bill. Right now health care costs too much, delivers too little, and leaves too many families behind while government mismanagement, delayed payments, and a lack of accountability make the problem worse. As Governor, I will fix the foundation first, lower costs, and build a system that works for patients, families, and providers - and works better for you when your family needs care.  Mainers deserve a health care system they can count on. It should be affordable, accessible, and stable – no matter where people live or what they do for work. Right now, we have the opposite. The system costs too much, delivers too little, and leaves too many people behind, especially those struggling with behavioral health and people who live in our rural communities.

As Governor, I will focus on what's achievable and what works: cutting administrative waste, reducing medical debt, delivering on state programs, and prioritizing prevention and primary care to reduce avoidable procedures and other high-cost medical interventions. The goal is a system designed to keep people healthy, where every dollar spent moves us toward better health, better care, and lower costs.

#1. Pay providers fairly and on time

We are losing health providers in rural Maine because state government is not paying our providers fairly and on time. As Governor,  I will make sure providers are paid fairly and on time, and improve coordination for families navigating multiple state programs so your family is not stuck in the middle of government failure. I will provide the leadership needed to restore public trust in MaineCare and the Department of Health and Human Services (DHHS) by making both systems transparent, accountable, and well managed. DHHS delivers critical services to Maine families, from behavioral health and child welfare to long-term care, disability supports, and economic assistance, much of it funded through MaineCare. When those systems work well, families get help when they need it, providers stay open, and taxpayers can see exactly where their money goes.

#2. Invest in a prevention first approach to lower costs

Maine cannot keep paying for failure at the most expensive point of crisis. Too many people end up cycling through emergency rooms, jails, and long waitlists because they cannot get help early enough. As Governor, I will invest in a prevention-first system by funding mobile crisis teams, expanding telepsychiatry, strengthening mental health and addiction care, and growing the health care workforce so people can get treatment sooner, closer to home, and before a crisis becomes more costly for families and taxpayers in every part of Maine. I will expand access and reduce waitlists. Making MaineCare reimbursement for outpatient psychiatry and therapy a top funding priority because providers who aren't paid fairly stop taking MaineCare patients, and families pay the price.

#3. Launch the medical debt relief program

 Too many Maine families are doing everything right and still getting crushed by medical debt, even when they have insurance.  That debt follows people for years, making it harder to buy a home, save for the future, or simply get back on their feet. As Governor, I will launch a Medical Debt Relief Program with a one-time $2 million investment that could wipe out up to $200 million in medical debt for tens of thousands of Mainers, giving working families real breathing room and a fairer shot at financial stability for themselves and their children. 

#4. Commit to a path to universal care for every Mainer

Mainers need lower costs and better care, but also want to know the system is being managed responsibly. As Governor, I will commit Maine to a real path toward universal care by removing the federal trigger that has stalled action, activating the Maine Health Care Board, and following where the money goes so we can build a system that covers everyone for less. By fixing the foundation first, I believe we can, together, we can move toward universal care in a way that is serious, transparent, and built to last. Right now we are subsidizing a failed system. The more effective path is to broaden and stabilize coverage in a disciplined way that lowers administrative waste, spreads risk more effectively, integrates services, and draws down available federal funding. Getting there requires data-driven leadership that follows the money. Maine already spends billions through public programs, private insurance, employers, and out-of-pocket costs. Before layering new programs onto a broken, fragmented system, we need a full accounting of where dollars flow, what value we receive, and where administrative overhead or profit extraction undermine care.

If you are paying too much for housing, if your energy bill keeps climbing, if your property taxes feel impossible, or if you are tired of watching government excuse failure instead of fixing it, this is about you, your family, and whether your voice still matters in your own government. . 

Corruption is not an abstract problem. Insider politics shows up in the cost of everyday life, in the waste built into broken systems, and in the frustration people feel when nobody seems accountable and nobody seems to listen. 

I believe Maine can do better. Together, we can have a government that tells the truth, spends wisely, hires well, acts urgently, and remembers that public service is a responsibility to the people, not a reward for the connected. That is how we lower costs, rebuild trust, and move Maine forward.
